The role of electronic communications and media in integrated risk management – an example of a public emergency alert system

Effective risk management in modern society requires a comprehensive, integrated approach that involves coordination and cooperation among various state bodies, institutions, and other relevant actors. In this context, electronic communications and the media have a particularly important role as key instruments for rapid, reliable, and mass information to the public in situations of increased risk, emergencies, and crises. Timely and accurate information is a basic prerequisite for preventing risky events, reducing their consequences, and protecting citizens’ lives and property. In addition to their emergency alert function, the media and electronic communications also play an important educational and preventive role by providing continuous information to citizens, raising awareness of risks, and combating misinformation that can further affect security in crises. The paper focuses on the importance of institutional cooperation between the Ministry of Internal Affairs and the Ministry of Information and Telecommunications of the Republic of Serbia in establishing and operating the public emergency alert system within the broader integrated risk management framework. Special attention is paid to the analysis of two specific mechanisms: the "Find Me" system, which is activated in the event of the disappearance of minors, as well as the system of early warning and notification of citizens in the event of impending or imminent danger via SMS messages and other electronic communication channels. These two examples point to the potential of modern communication technologies and media to improve the coordination among competent institutions, increase the efficiency of responses, and strengthen public trust in institutional protection mechanisms. The paper aims to show that emergency alert systems are not just a technical solution but also an important element of public policy in security, prevention, and risk management, contributing to greater societal resilience in the face of modern challenges and threats.
